Mr. Mounsey opened the question of the issue of fresh

instructions to the Governor of Hongkong as to measurem

be taken for dealing with pirates. He explained the present

position, which gave the Governor authority to take limit ed

action after consulting the Commander-in-chief and Hi»

Majesty's Minister at Peking. The

situation had been

modified by the conference of Kinisters in Peking on the

question of intemational co-operation; the general

conference had faded away, but the question of co-operation

was still being discussed with the Japanese. on
